Who is SDP?
Scottsdale Development Partners (SDP) is a boutique real estate development and advisory firm focused on transforming retail centers into future-forward assets. Founded in 2017, SDP is led by David Malin and Stephen Huey, bringing together over 50 years of combined experience in retail investment and development.
David Malin

David Malin is a veteran real estate executive with over 30 years of experience in retail development, acquisitions, and leasing. As Vice President of Development and Acquisitions at Vestar (2002–2017), he led the development of more than 5 million square feet of new shopping centers in Arizona—including Tempe Marketplace, Oro Valley Marketplace, and Canyon Trails Towne Center—with anchor tenants such as Target, Wal-Mart, Home Depot, and Kohl’s. His projects received national recognition for design and sustainability.
In addition, from 2010 to 2017, David led the redevelopment of over 4 million square feet of existing retail centers across Colorado, Texas, and Arizona, including Orchard Town Center and Desert Ridge Marketplace.
Before joining Vestar, he was a top-producing leasing broker and asset manager with H&R Retail and Maryland Financial Investors in the Mid-Atlantic region, representing major retailers such as Target, Ross and PetSmart. David holds a B.A. in Political Science and History from McDaniel College, where he was an NCAA Academic All-American, and a J.D. from the University of Baltimore School of Law.
Stephen Huey

Stephen Huey is an experienced real estate professional specializing in industrial, self-storage, multifamily, and retail investments across the Western U.S. Stephen Previously served as Director of Development at Kitchell Development Company, where he sourced and manages development opportunities in Arizona, Nevada, and Northern California. Previously, Stephen was Market Lead at Dalfen Industrial, where he led the development of over 1.7 million square feet of industrial projects in Arizona, Utah, and Nevada. At Vestar, he supported the acquisition of over $1.3 billion in retail assets and helped raise $600 million in institutional equity.
Stephen began his career at Ernst & Young in Transaction Real Estate Advisory, working on high-profile REIT mergers and large-scale portfolio valuations. He holds a Bachelor of Science in Finance from Arizona State University.
